The problem with sirens is that the can move too much and MC too much, while being bullet sponges.
I had one cross half the map, MC TWO of my guys, then hide in some hole. There should be a way to deal with this.
Gear (helmet/armor) that auto-immobilized/stuns you solider is he gets MCed, stun grenades to use against Siren, DAZE ACTUALLY WORKING, etc..

Thank you guys for the feedback. We took note of it and decided to not put a cap of 2 sirens per mission and I am changing this idea back to open.

there is a shaman, use it. Nominally everything is in control, no need to do less. or tie it to difficulty level

Много сирен 2+ не особо напрягает и не встречалось. Возможно стоит привязать к сложности
