Getting a 2nd aircraft is absolutely essential for the early-mid game, and at the moment there are only two ways to do it: build one (slow, expensive) or steal one (fast, free).
Stealing is just way more effective, particularly since it lets you get a Helios instead of a Manticore. But it feels kind of evil, not to mention abusive.
It would be nice if you could get faction aircraft without having to kill their owners. Possibilities could include:
a) Factions offering aircraft as one-off rewards for difficult missions. Similar to what they do now, except that you get paid in aircraft instead of in raw resources.
b) Rescue missions where the faction gives you the location of a crashed aircraft – you have to travel there, secure the location, repair the aircraft, then fly it back home.
c) Just allowing Phoenix Project to buy aircraft from factions once you reach Supportive (25-49) status with them.
d) Missions from factions where the reward is that they'll build you something with their tech. So you could choose between an aircraft or various combinations of weapons/armour/vehicles. However, you wouldn't get it straight away - there'd be a time delay (representing them manufacturing it for you).

There is a new mission The Gift that gives your armed Manticore as a reward. As you lose your original aircraft on that mission I am not sure if that really counts.
But there are also free Manticores in some of your bases. In Festering Skies, some Phoenix Point bases will have Manticores waiting near them. By activating a base, the aircraft becomes yours. The number is determined by the difficult level: 3 on Rookie, 2 on Veteran, 1 on Hero and 0 on Legend).
You can see which base has free Manticore from Geoscape. There is Manticore icon next to the base.

Vit Barta: Giving a free manticore at PX bases nearly for free is not really count as a mission reward isn't it?
And giving only 1 is not changing this at all for Hero.
We are asking to get those planes with missions, with an effort rather then stealing.. not just getting with opening a base with clearly got one for us for free.

Vit Barta: I play on Legendary. So your "fix" for this is a mission that gives +0 aircraft, and a change to the code that, at my difficulty, gives +0 aircraft.
For players on higher difficulties, you've effectively changed nothing. Everyone playing on max difficulty will continue to kill haven defenders and steal their stuff, because it's the only effective way to acquire more aircraft. People on lower difficulties now get a bunch of free Manticores (so effectively they get a few 1000s of materials and save on manufacturing time), but they'll still have to kill haven defenders and steal an aircraft if they want a Helios (which they do).
People have been bringing up the aircraft issue over and over and over again on the forums and Reddit sub and feedback site for over a year. This seems like an extremely half-hearted "solution". Is this really all we're going to get?

Saph: I was wondering why this was marked as "done" but I've noticed no difference. And why destroy your original Manticore on "the gift" !? I was like come ooooon!!! Just make building one cheaper and be done with it!

Saph: So basically, you complain that Legendary difficulty is too much for you? There is an easy solution for that. As for killing haven defenders to get Helios - you absolutely don't have to. If you want that particular aircraft, just build up a relationship with Synedrion.
Sounds like wanting to have your cake and eat it. Many people finished Hero / Legendary playthrough without raiding / stealing aircraft, myself included. So the DLC solved the problem for easier difficulties and left the hard difficulties, well..hard.

guy. "I beat it without stealing, so the game is perfect and everyone else sucks."At no point did he say Legendary was "too much" for him. He pointed out a design flaw, that has been brought up countless times on Phoenix Point forums, was fixed for every difficulty except Legendary.
There should be more than one way to approach a problem in a strategy game, not just one "best" solution. Which in this case, it's always better to steal than build. You get xp and sp for your operatives, the weapons dropped by your enemies, higher tech aircraft before you have the tech to build it yourself, and very little diplomatic penalty for doing so. Personally I think a Manticore should cost about as much as a Scarab, and the diplomacy penalty should be around 10-12. Then maybe risking your operatives for a free faction aircraft wouldn't be so appealing.

There should be alternatives to stealing aircraft.
- Occasionally finding a partially completed Manticore in a Phoenix base
- Aircraft recovery mission where you secure a hanger to access one of the aircraft in the game

Why don't add a few aircrafts to random bases? They might need to be repaired like other buildings so they are not completly free.

Hey Julian & gang,
Great job on the new DLC (LOTA). I was REALLY enjoying the new additions in the blood & titanium and then you guys hit a homerun with this one. Enjoy the new resource gathering model, the challenge of the new ancient map area enemies (you have to play it smart, can't just rush in there) but I would request (if possible ), one scavenging mission type: a downed plane that you can recover. Transportation is always a bottleneck for me. But if it unbalances things, then no problem.

Given the current mechanics, I would add that having a 2nd aircraft is way more important than having a good one (in terms of speed and capacity).
I would suggest adding cheaper and faster to build aircrafts that can serve as local transportation solutions for local haven defense and trading. I would imagine each base hosting such an aircraft and potentially a large one like the existing ones.
Such aircrafts could have limited slots (maybe 4) and could even have a limited operation range (maybe 1.5x the radar range?). In the same way that carriers also have some helicopters instead of just warplanes.
This would offer each phoenix base a limited independence and would also combine well with recruiting soldiers directly in a specific base. On the other hand any long range operation or transportation between bases would require the existing aircraft.

How about as a reward for exploration? A military camp overrun before they could scramble - left derelict but in Working order. Might work as a neutral vehicle, or could be related to the country of origin?

Well, make the choice have weight IMO.
If you must steal it, make an overall faction penalty in terms of diplomatic relations. If you kill Anu for their dirigible, they hate you.
If you manage to neuralize and then steal, maybe that one outpost hates you but Anu as a whole might still choose to support you depending on your choices.
I also think that, if Phoenix Project goes off the rails stealing and looting, the faction should go to war with them.
The consequences of choices feel kind of weightless right now.

I like this. It would be vastly superior to getting those useless car things that would have taken up 3 positions if I'd ever take them.
