Civilians and Haven Defense

During backer builder 4 and 5 - many complained about civilians running about like chickens with their heads cut off.
And blocking paths for our troops.
The solution was to have them "shelter in place" until PP troops arrived and place them under PP control.
If civilians are in imminent danger they should run. In particular since we still suffer will point loss when they are killed.
PP should still be able to place them under our control once we get to their location.
It would also be good to only suffer a will point loss if the civilians are killed after they are under PP control.

I would like the following:
A) Civilians run away from nearby threats, max 3 AP movement, but generally prefer to just move nearby and out of sight of Pandorans. (They're not the smartest when it comes to survival!)
B) Civilian deaths initially incur a WP loss of -1 to any allies within 20 or so tiles (hearing their screams).
C) Civilians under PP control are a -2 WP loss if they die. (Failed to save them, don't use them as cannon fodder/human shields - XD, I personally do currently)
D) Evacuated Civilians generate 2 WP for all allies. (An added bonus for rescuing instead of just keeping alive)
E) Civilians only have 2 WP to begin with, and can become panicked if other allies die. (To give a bit more chaos to the scene, since deaths are likely to occur)
F) Civilians are now present on ALL Haven Defenses though not primary targets unless it's a residence site. They also appear in greater number on a residence site to make up for the lack of other objectives to defend. Removal of the WP zones on these sites, as rescuing civilians is now the added feature.
G) General failure of mission if all civilians die (However if you do kill all Pandorans still, the Haven isn't destroyed - rewards are instead 20% of usual, and scale up to 120% with # of civilians rescued)

I agree about the civilians actually moving away from the enemies (and maybe even thowards the PP or even better, towards allies or a designated "safe spot" on the map.
But I still think we should have the point loss for not saving them, even if we don't have them under our control.

But, isn't that what civvies can do? Some will attack their attackers, some freeze where they are, others do headless chicken and some find the deepest darkest hole they can.
I think the basic system is correct, I'd like more variety in behaviour though. Perhaps the changes to add base defenders will tweak the way civvies behave.
For the will point thing, PP have gone their to save civvies & property and kick Pandoran butt, a loss should hurt.

It would also be good if you got a WP gain every time you evac'd a Civilian - it would encourage players to get them out, rather than using them as blockers & cannon fodder, as some players do.

You can put civilians under your control by moving next to them

I know we can place them under PP contol by moving next to them.
I don't think we should suffer a will point loss until that control has been established.
I also think that until then - the civilians should not just sit there waiting to be gunned down by the Pandorans.
