Propeller legs, at the moment, are very underwhelming. One possible improvement would be to have the skill be single turn 'activation' rather than point and click use. When activated, the soldier can leap over high cover and single story obstacles/walls without the need to climb or move around the obstacle. This effect would last until end of turn, and, as a tradeoff, could cost more will.
