Interrupted Movement steals AP

IT would be nice if, when attempting to move and you spot an enemy, it didn't randomly take a fraction of an AP.
Too often losing that 1-2 squares of movement have affected negatively what I was attempting. And it's even more frustrating that either I know the enemy is there And/or I already should.
I.E. Mission Start, my very first move of the mission, I get interrupted 5 times before I move one square as I spot enemies I should have already had vision of.

Patch 1.13 Hypnos (October 1 2021)
Fixed a gameplay issue where Action Points would not count correctly after a unit stops its movement animation after spotting an enemy on the map.

I agree that this needs some work. You can dash and jumpjet without loss of movement range, but you lose a tile of range if you move and spot more than 2 enemies. Doesn't make sense as the parameter for spotting an enemy is the same in dashing and a jump action, so why the loss of movement range?

I agree - it's really annoying when spotting an enemy means you lose just a fraction of AP so that you can't quite reach the cover you were heading for and are now stuck out in the open. Also, I don't quite understand why its even happening, mathematically I mean - why does spotting enemies sometimes result in losing a small fraction of APs and other times not...?

I think it makes sense in a way. Spotting something does give you the option to react.
I think the mission-start scenario you describe is a bug that should be fixed, but having characters lose a little bit of AP every time they spot something seems like normal behavior, like that fraction is spend telling you (the player) where the target is.

Maybe. In theory, if you are a normal person, prone to panic freeze or flopping.
But tell me what the tactical advantage is, with people trained in these kinds of engagements, of coming to a dead stop in the middle of a wide-open area whenever you spot something new while running to a strategic cover position?
If anything, you should notice it during the move, but not be able to react until you reach the destination.
And that bug on mission start also happens mid mission as units move around, not as bad as 5+ units, but I've had 2 pop on me before i take a step before, in the middle of missions.
And again, it's not like it is a surprise most of the time. Whether because they made noise, or you should have vision already, or you had vision and watched them take cover behind a wall. Losing that AP when you are working with that knowledge is not a good, fun or satisfying idea / implementation. Especially when its application is inconsistent.

I can't believe this is still a thing. It was particularly irritating on some of the early worm infested missions, but it also cost me good cover positions on a couple of occasions.
It doesn't happen very often, but like the interrupted dash it can pull a combat mission out of shape.
