Make Headshots on humans count

Look, I get that with a pin-point accurate location targeting system, human heads can't be insta-kills, but it still breaks immersion that headshots do next to nothing.
So FOR HUMANS ONLY, I propose that if you disable the head down to 0, it automatically stuns the target for 1 turn. That way, targeting a human's head actually means something without completely breaking the game.
You would have to balance this with increased armour for helmets, but that's easy.
Shouldn't apply to the Pandas. They're obviously necro-zombies run by a viral hive-mind, so their head is simply vestigial.

I think pandorans should have some kind of weak points too Maybe not head but some other part

I like it, but the added vulnerability probably means it'll die next turn anyway (unless you manage to kill everything wanting to target it). What if it also just played an animation of the character falling to the ground (while stunned) and becoming a very small target for anyone who doesn't have a high-ground advantage?

tbh, I think that headshots should be insta-kills and that the targeting system should be a touch less accurate.

SpiteAndMalice: Oooh! Just imagine the howls of anguish when that invisible Triton 'who never misses' blows half a squad's heads off ;0)
With the location & targeting system as it is insta-kil headshots will always be way too powerful, because you will always be able to hit what you're targeting at close range. But that doesn't stop us finding a middle ground which makes shooting a human in the head a more viable option than targeting his weapon arm.
