Successful Base Defense Should Reveal Attacking Base Location

If one successfully defends an attack on a Phoenix Point Base, the attacking Pandoran Base should show on the map as it does when one successfully defends a haven. Mid to late in the game there a few havens to defend so the PP Bases are the main target of attacks. However, one must then scan and re-scan the area in hopes of finding the attacking base. Even with the tech to show Pandoran bases on scan they technically are not revealed. They show up as a "?" and must be explored to reveal the base. That's if one is lucky and scans the correct area.

Successful Base Defense does reveal an attacking base location now. In the same way as haven defense.
It always reveals an attacking base when the base is inside the range of the base scan. It has a chance of revealing the base when the Pandoran base is not inside the scan range.
First successful defense has a 20% chance to reveal an attacking base. Second defense from the same attacking base has a 50% chance to reveal. Third defense from the same attacking base has an 80% chance to reveal. Fourth has a 100% chance.

I am close to pulling the trigger on the endgame. However, I was hoping to get all 3 factions’ final research options. But poor Synedrion is down to 2 bases and their moon rocket launch pad is 108+ days away. In the meantime I am getting base attacks at least every 24 hours while I wait… While I have the research to scan for Pandoran bases, I having trouble finding where to re-scan. My geoscape scan map is so green everywhere I can’t remember where I last scanned, or where the gaps may be in my scans.
The “green” scan markers should decay over time. Or the player should be able to selectively decay them. Early in the game all havens have the ability to reveal Pandoran bases if their haven attacks are successfully defended. Late in the game New Jericho seems to have new and improved satellites. The tool-tip for them say “A satellite upllink will double the influence range of the haven and detect Pandoran bases”. This begs a couple of questions:
Why doesn’t a successful base defenses reveal Pandoran bases the same way a successful haven defenses does? Which is the case even early in the game.
Why isn’t the research for New Jericho satellite uplinks shared if one is allied with them? At least let us upgrade our satellite uplinks to match their capability.

Why would you get information on the exact location of an attacking base? I could understand if you get a general direction that the attackers come from, but beyond that surely the attackers have just emerged from the mist, leaving their point of origin unknown?

SpiteAndMalice: For the same reason one gets this information for successfully defending a haven attack. Why are haven attacks handled differently than PP Base attacks?

Michael Carver: Consistency 'is' important, however my argument there would be that you shouldn't see the attackers' point of origin after a haven attack either.

SpiteAndMalice: I think a fair explanation is just a matter of following the trail via satellite imagery if it's your base, or relying on the intel of the faction if it's theirs. Not always 100% reliable.

I can assume. This technology was invented to locate enemy structures that attack the phoenix base. If you show those who attacked the phoenix base, by analogy with the shelters, then this technology will not be necessary. Or am I missing something?
Maybe when scanning, it would be more correct to receive an enemy base icon, rather than a question mark. For example, when we have already done some research about the Pandoran bases (nest, lair, citadel), our scans can detect them (with the presence of technology) and we will not have to conduct reconnaissance.
In addition, I came across discussions between players that the Pandoran base cannot be detected until it attacks. I think this is wrong. We must be able to take a preemptive strike.
