Unique Skills for faction recruits

Outside of coming with Faction Armor and weapons faction recruits are just the same as PP recruits, which really lack flavor in my opinion.
I suggest creating 4 separate Gerneral Skill Pools for each faction (PP, NJ, Syn, Anu) which they get to choose their "randomized" skills from. This way every faction recruits are going to be unique.

Instead of this:
"character has 50% to recieve common Skill from his faction pool, 25% to recieve common skill from another faction pool, 20% to recieve uncommon skill from his pool and 5% Rare skill from his pool"
I would suggest this:
- Soldiers available for hire from other factions' havens can only have general skills from their own faction's skill pool, at a Common:Uncommon:Rare percentage chance of 60:30:10.
- Soldiers available for hire from your own bases are assigned a "home" faction when they're generated and can have both Phoenix Project and their own faction skills (but only PP rare skills) at a Common(Faction):Common(PP):Uncommon(Faction):Uncommon(PP):Rare(PP) percentage chance of 20:40:10:20:10 (which is still 60:30:10 overall for Common:Uncommon:Rare).
- Soldiers can have at most two Uncommon or better skills and one Rare skill (any extras are re-rolled keeping the best result, for instance if we already have 2 Uncommon skills and we roll a Rare skill it would replace one of the Uncommon skills before re-rolling). So at best a soldier could have (assuming 3 total general skills) 1 Common, 1 Uncommon, and 1 Rare. Although ideally I think each soldier should have 4 of these general skills instead of 3.
- Skills are then ordered Common:Uncommon:Rare in the soldier's skill list, so that they get access to their rarer general skills as they level up.
Together, these changes to your proposal make it so that:
- Thematically, soldiers hired from other havens with no previous exposure to PP wouldn't have the PP-themed skills.
- Hiring from PP bases should be much more reliable/frequent/convenient than going around to each faction haven, which should balance out the fact that PP base recruits only have a 70% chance of PP faction skills.
- Rare skills have a better chance of being present on at least a couple of your soldiers, and Uncommon skills are a bit more prevalent.
- No soldier ends up with all Uncommon and Rare skills through sheer luck of the dice, given the higher percentages for Uncommon/Rare skills I proposed.
